The project known as the Wheeler Township Homeowner Rehabilitation Program utilizes MSHDA Community Development Block Grant (CDBG) Homeowner Rehabilitation (HMR) funds to provide occupied homeowner rehabilitation assistance up to $25,000 per property. All repairs must: be eligible under CDBG guidelines as defined in the MSHDA CDBG Policy Manual; comply with local building codes; and meet the MSHDA Housing Rehabilitation Standards. The project will service single family homes within Wheeler Township including Township resident homes located within the Village of Breckenridge limits, located within Gratiot County and Region G of Michigan. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. The length of time covered in this review is 5 years from release date for grant # NDD-2023-20631-CDB and NDD-2022-20631-CDB-02.

Estimated Project Cost: $1,500,000 with $1,230,000 in program costs and $270,000 in exempted administrative costs.
